He has extensive experience before diverse fora including the Supreme Court of India, High Courts of various States, National Green Tribunal, Appellate Tribunal for Electricity, Central and State Electricity Regulatory Commissions and Districts Courts.

Advising on the legal aspects for unbundling, corporatization, reform and re-structuring of the generation, transmission and distribution utilities including drafting, review of requisite transaction documents with special reference to transfer of assets and personnel.

Representing Delhi DISCOMs in Writ Petitions under Article 32 filed before Supreme Court seeking cost-reflective tariff and liquidation of regulatory asset by the State Electricity Regulatory Commission.

Successfully defended and advised on:

  • Audit conducted by the Comptroller and Auditor General of India (CAG) and strategizing on various issues during the conduct of Audit.
  • Challenge to vires of Performance Standard and Supply Code Regulations under the EA, 2003.

 

On issues related to Demand Side Management based on the Star Labelling Scheme of BEE.

Successful challenges to:

  • Creation of ‘Regulatory Asset’ by the State Electricity Regulatory Commission before the ATE.
  • Tariff Orders issued by the Electricity Regulatory Commission before the ATE and the Supreme Court of India.
  • Determination of uneconomic tariff for the Distribution Utilities in the NCT of Delhi.

 

Advised and handled diverse matters pertaining to:-

  • The writ jurisdiction of the High Courts and Public Interest Litigations before Supreme Court & High Courts.
  • Suspension of electricity distribution license before various Electricity Regulatory Commissions and the ATE.
  • Various issues relating to establishment of electrical infrastructure, Grids, electrification, shifting and relocation of network, capital works, & network issues, street lighting, metering, billing, tariff issues, safety and statutory compliances disputes with development and civic agencies in the NCT of Delhi.
  • Transfer of electricity distribution network and installations from one State to another on account of demarcation of inter-state territorial boundaries before the High Court of Delhi.
  • Municipal Taxation, Electricity Tax and levy of Service Tax/GST on regulated entities.
  • Regulatory strategy for Corporate Debt Re-structuring for the electricity distribution utilities in the NCT of Delhi.

 

Advised Bureau of Energy Efficiency (BEE) on:

  • Policy, statutory and regulatory framework concerning Check Testing of Appliances and Equipment under the BEE Labelling Scheme under the Energy Conservation Act.
  • Provisions of the Energy Conservation Act and its applicability in terms of laying down Fuel Economy Standards/Norms for Motor Vehicles notified by the Central Government.

 

Advised Clients in the Energy Efficiency space and dealt with policy and regulatory issues in the Electric Vehicles sector, Standards and Labeling Programme, Fuel Economy norms and related issues.

Acted for Delhi Distribution Utilities in the NCT of Delhi on various aspects of Employee liability as a consequence of reform and restructuring and under-funding of terminal benefit liabilities.

Personnel related, service matters, litigation related to voluntary separation schemes and allied issues of transfer of personnel and HR Policies.

Advised utilities and entities on Street lighting projects involving conversion from Halogen to LED and allied issues.
