Draft amendments to the procedure for inclusion of wind turbine models in the revised list of models and manufacturers of wind turbines

The Ministry of Renewable Energy (“MNRE”), vide circular dated April 17, 2025 has released draft amendments to the ‘Procedure to apply for inclusion of a Wind Turbine Model in the Revised List of Models and Manufacturers of Wind Turbines (“RLMM”)’ dated November 1, 2018 (“Circular”). In this regard, MNRE has invited comments/suggestions from the concerned stakeholders which can be submitted within 3 (three) weeks (i.e., May 9, 2025) to [email protected].

The proposed amendments to the Circular are as follows:

the MNRE website will upload the manufacturer’s name, model details, technical collaboration, type certificate, IS/ISO certificate, and domestic vendors/source for wind turbines approved for inclusion in RLMM. The details include the manufacturer’s contact information, model details, technical collaboration details, type certificate details, IS/ISO certificate details, and the source for balde, tower, gearbox, and generator;
the wind turbine model’s type certificate will include manufacturing facilities in India for blade, tower, gearbox, and generator components. New manufacturers and models can import these components for 50 (fifty) turbines or 200 (two hundred) megawatt for 1 (one) year after inclusion in RLMM. The requirement for gearbox and generator will apply after 6 (six) months of issuance of the office memorandum;
to enhance cybersecurity, India must mandate the location of data centers and servers, ensuring all wind turbine data is stored and maintained within the country. Real-time operational data transfer outside India is prohibited, and operational control must be conducted exclusively within India’s facility. Additionally, a research and development center must be located within 6 (six) months of issuance of the office memorandum; and
applications must be made in soft copy to [email protected] with a copy to [email protected].

All other conditions/procedures applicable for the inclusion of wind turbine in RLMM remain unchanged.
