Ashish Suman

Ashish’s focus area is infrastructure specialty contracts as well as public procurement and public private partnership (PPP) with a focus on construction transportation and energy sectors. He has extensive experience in advising private sector as well as public sector entities, domestic and international companies on infrastructure projects in the oil & gas sector as well as transportation sector including railways, road and highways, MRTS and PRTS. 

Ashish has dealt extensively on issues relating to production sharing contracts, gas sale agreements, EPC contracts - FIDIC, NEC contracts, hybrid annuity, TOT, DBFOT, BOT (Toll/Annuity), BOOT Projects - carried out on a PPP basis. He has also drafted various model concession agreements including EPCM Agreement for World Bank, hybrid annuity, expressway concession agreement and engineering & procurement contracts. 

Ashish advises on risk analysis and providing mitigation strategies. He has also advised large Indian and International oil & gas companies undertaking upstream/midstream/downstream activities on various issues with reference to licensing, joint operating agreements and oil field services contracts.

Some of his work includes: 

  • Advise and assistance to ONGC on its acquisition of 80% stake in GSPC in KG Basin gas block, where GSPC will continue to hold only 10% in the block. The deal size is approximately USD 1.2 billion. The transaction involved transfer of participation interest under the PSC by GSPC to ONGC 
  • Advise and assistance to Government of Maharashtra and Pune Metropolitan Region Development Authority in negotiating and finalising agreements with Virgin Hyperloop One for undertaking technical viability analysis for Hyperloop transportation in the Mumbai-Pune Region to commercialise the hyperloop technology for moving passengers and/or cargo 
  • Advise to Pune Metropolitan Region Development Authority on development of Pune Metro Rail project, the first project to be undertaken under the New Metro Policy. The deal size is approximately USD 1 billion

Ashish has been practising corporate law since 2002. Before joining JSA, he was heading the corporate practice of the law firm, M.V. Kini.
