Purwar’s practice focuses on infrastructure in general and communications, broadcasting, IT and ITeS in particular. Currently, he is involved in helping clients to structure their business operations in accordance with appropriate regulatory regime. His scope includes corporate restructuring and dispute resolution in the telecom/broadcasting sectors. He handles mergers & acquisitions and licensing of telecommunication companies.
Having worked for over thirty five years in the Government, Purwar has held top positions in Department of Telecommunications (DoT) and its Public Enterprises. He has had exposure in all aspects of telecom functioning and has played a key role in the process of telecom privatisation, in particular in the development of its regulatory regime. He has closely monitored the development of number portability regulations and participates in the consultation process of the telecom policy maker and regulator.
He represented Indian Telecom in bilateral, regional and international forums and acted for four years as Vice-chair of International Telecommunication Union’s Tariff Group for Asia-Pacific. In 1997, he headed the team which successfully launched MTNL’s first GDR issue.
Purwar has been speaking on telecom law to the senior government officials. He has been conducting training sessions of NASSCOM members on IT/ITES. He has also been advising and assisting telcos broadcasting companies and companies in the IT sector on regulatory, licensing, spectrum and FDI matters as well as other companies on Government and foreign investment approvals.
He has advised prominent multinationals like Boeing, Accenture, Inmarsat, Iridium, Fidelity, JP. Morgan, Ameriprise and Cisco amongst others for over fifteen years on different regulatory issues.
