Bala’s practice covers Project development, Project financing, Regulation – contractual & policy issues in Energy, Transport, Municipal Infrastructure and Social / Developmental sectors. He is consulted on Infrastructure, Regulatory and PPP issues by several ministries / bodies of Central and State Governments; Developmental Financial Institutions (the World Bank, ADB); sector regulators and leading Indian and foreign corporates.
Bala’s work over the last two decades focused on credit-rating and Project Finance rendered for several infrastructure bonds and debt instruments of public and private sector entities in Power, Ports, Road and Urban sectors. He has extensively advised on Infrastructure and Telecom disinvestment. As a Senior Director in a leading Indian project financier, he handled financing of over US$ 1 billion of rupee debt to several large Infrastructure and PPP projects including Sea Ports and Highways. In addition he has handled diverse legal, regulatory and policy issues, including:-
- Constitutional, legal, policy and regulatory issues; drafting policies, regulatory instruments and reform / restructuring strategies.
- Appraising investments, conducting commercial negotiations and debt syndication and financing.
- Evolving frameworks, regulatory regime and policies to facilitate Public-Private-Partnerships and efficient operation of regulated utilities.
He has structured and conducted capacity building programs for several Port trusts, Ministry of Shipping, Tariff Authority for Major Ports; Ministry of Finance (on PPP). He has been visiting faculty for Executive Education programs for National Law School of India University (Bangalore), Jindal Global Law School, IIM – Bangalore, IIM – Ahmedabad, Adani Institute of Infrastructure Management, Reserve Bank of India and the training facilities of other Banks and has been invited by the World Bank and Asian Development Bank to share his experience on PPP in ports and highways as guest speaker at international seminars.
For several years he has been member of the Ports group of National Infrastructure Committee of Confederation of Indian Industry; Working groups of the Planning Commission for infrastructure. He served on the Academic Council of Adani Institute of Infrastructure Management and on the PPP Programs of CUTS Institute for Regulation & Competition (CIRC).
Bala is a regular speaker at International and national Workshops and Programs on issues of Project Finance, policy, law, regulation, institutional reforms and private participation in Infrastructure in and has published position papers and articles in established international and domestic journals and overseas universities. He was invited by the Duke of York to visit UK and address international investors on the port industry in London twice.
